The main ambition of the SA ZR III project is to fulfill the strategic and specific objectives of the Regional Innovation Strategy of Zlín Region (hereinafter also “RIS ZR”) by providing assistance with the preparation of strategic project proposals that develop the innovation ecosystem of Zlín Region.
The Smart Accelerator Zlín Region III (SA ZR III) project is focused on supporting the innovation ecosystem in Zlín Region and follows two previous projects – Smart Accelerator Zlín Region (implemented from January 1, 2016 – June 30, 2019) and Smart Accelerator Zlín Region II (implementation July 1, 2019 – December 31, 2022). All planned activities in the SA ZR III project are in accordance with the National Research and Innovation Strategy for Smart Specialization of the Czech Republic 2021 – 2027 (National RIS3 Strategy) and its regional annex for Zlín Region (Regional Innovation Strategy of Zlín Region). The implemented activities within the SA ZR III project will identify problems that may hinder the increase of regional innovation performance and strengthening of its competitiveness, and subsequently implement projects through a professional team and partner organizations that will suppress these barriers.
The Project Management activity is closely linked to the Core Team Activity. This activity includes all activities related to the grant management of the project, i.e., substantive management and financial management of the project according to the rules for recipients of OP JAK. Professional project management in terms of ensuring proper implementation of all project activities is within the competence of the RIS3 manager.
The aim of the activity is to ensure capacity and key competencies for coordination and implementation of the regional RIS3 strategy through professional staff of the Regional Office of Zlín Region and the implementing unit. The implementing unit will provide comprehensive support for the development of the innovation environment in the region using RIS ZR, communication within the region, building regional partnerships, ensuring the functioning of regional innovation platforms, preparation and coordination of strategic interventions, and other relevant activities.
The aim of the activity is to educate the implementation team and further strengthen the competencies of experts from partner organizations who are involved in the development of the innovation environment in the region and in the preparation or implementation of strategic interventions/projects fulfilling RIS ZR. These are primarily members of the RIS ZR Steering Committee, representatives of innovation platforms, and other partners from the target group. Additionally, international study and work trips will be implemented for the purpose of sharing good practices and establishing possible partnerships with the aim of transferring experiences from abroad and seeking opportunities for internationalization and project cooperation for the benefit of the innovation ecosystem of Zlín Region.
The aim of the activity is to map and monitor changes and development of the innovation environment in the region, adapt proposed interventions and propose new interventions. The key activity within the entire project is the establishment of a Smart Data Centre, whose main goal is efficient data acquisition, their processing within the analytical team, building a database, and subsequent comprehensible interpretation and promotion. Unlike previous SA projects, evaluation activities will appear, which will focus on the correct setup and implementation of RIS ZR.
The aim of the Assistance activity is to support the elaboration of strategic project proposals in the region through grants, to the form of an application for support to a relevant call of an appropriate international/national/regional support programme or to the form of an extensive project sheet (feasibility study) in case the implementation of the strategic project will be supported from non-grant sources (e.g., from the voucher recipient’s own resources). Project proposals prepared in this way must be in accordance with RIS ZR. This will systematically support the building of absorption capacity in the region.
The aim of the activity is to verify whether the intervention/support instrument and related setting of conditions and rules will be functional, including verification of the roles of individual entities involved in the implementation of the intervention/support instrument. Within SA ZR III, two instruments will be piloted: “Students to Companies” and “Support System for Remotely Executable Professions in RIS ZR Specialization Domains.”
The aim of the activity is to strengthen communication and marketing of the regional innovation system both within and outside the given region, including abroad, by developing the established local model of managing marketing and communication activities, defined shared vision and ambitions, updating the Marketing Strategy and Communication Plan. The goal is also to promote the region as a good place to live, work, and study through targeted campaigns.
